Dundee LEZ map: what the zone covers
The Dundee LEZ covers the area inside the A991 Inner Ring Road, known as the Marketgait. At about 0.46 km², it is the smallest of Scotland's four zones.
Three car parks are left out of the zone: Bell Street, West Marketgait NCP and Wellgate.
The scheme's table of included roads does not list the Marketgait. That indicates the ring road itself is outside the zone, though the scheme does not say so in as many words.
Roads partly inside the Dundee LEZ
These roads cross the edge of the zone. Only the stretch shown is included.
- Bell Street: Victoria Road to Constitution Road.
- Dock Street: Whitehall Crescent to the Commercial Street and A991 junction.
- King Street: St Andrew's Street to North Marketgait.
- Meadowside: Meadow Lane to Constitution Road.
- Nethergate: West Marketgait to Crichton Street.
- Seagate: Commercial Street to East Marketgait.
When did the Dundee LEZ start?
The scheme came into force on 30 May 2022. A two-year grace period applied to every non-exempt vehicle, for residents and visitors alike. Enforcement began on 30 May 2024.
Unlike Glasgow, Dundee gave residents no extra time. Everyone started on the same date.
Who the Dundee LEZ affects
The national standards apply. Petrol cars and vans need Euro 4 and diesel cars and vans need Euro 6. Diesel buses, coaches and HGVs need Euro VI.
Dundee's guidance gives the same rough dates as the rest of Scotland. These are petrol from 2006, diesel from September 2015, and buses and HGVs from January 2013. They are a guide only, so check the registration with the official vehicle emissions check service on gov.scot.
The official checker does not show exemption status. An exempt vehicle can still appear as not compliant.
Motorcycles and mopeds are not restricted. Vehicles from outside the UK must comply, but the official checker only works with UK registrations.
Residents' parking permits in the zone
A non-compliant vehicle cannot park in the zone under a residents' parking permit. Bringing one into the zone may lead to the permit being revoked.
Dundee LEZ fines
The first PCN is £60, or £30 if paid within 14 days. Repeat entries by the same vehicle within 90 days double the charge.
- Cars and vans go £60, £120, £240, then stop at £480.
- Minibuses, buses, coaches and HGVs can reach £960.
Only one PCN is issued per vehicle per day. You cannot pay in advance to enter.
How to pay or appeal a Dundee LEZ fine
Pay or appeal through Dundee City Council's online PCN portal. The portal does not accept American Express or JCB cards. You can also email Dundee.lez@dundeecity.gov.uk.
Make representations within 28 days. If the council rejects them, you can appeal to the First-tier Tribunal for Scotland. A PCN unpaid after 28 days gets a charge certificate, which adds 50% and ends your right to appeal.
Dundee LEZ fines by month
The council publishes monthly PCN counts and annual reports for 2025 and 2026. The numbers have fallen since the first month.
| Month | PCNs issued |
|---|---|
| June 2024 (including 30 and 31 May) | 2,117 |
| March 2025 | 1,048 |
| August 2026 | 873 |
Dundee LEZ exemptions
National exemptions apply. These cover Blue Badge holders, the disabled tax class, emergency and military vehicles, historic vehicles and showman's vehicles.
Dundee also grants local time-limited exemptions of up to one year. These are for groups of vehicles, not private cars. A renewal needs a new application, made through the council's online form.
Parking outside the Dundee LEZ
The council recommends LEZ car parks outside the zone and marks them on its LEZ map. If your vehicle is not compliant, park in one of these and walk in.
